Seems like a case of Fox baiting to me...and that Fox had the dog way outclassed.

That looks unfortunately like they trained the dog for hunting, I don't think the fox was playing.
The dog was very bad at hunting thou. I guess he will get a bullet afterwards since he is not "functional" :-/

At first I thought the dog was hunting the fox and the fox was running for its life, but towards the end I wasn't so sure whether they weren't playing after all.

That was a hound and it was definitely baiting the fox, being trained for when a pack of twenty or more tear through the countryside with a group of morons on horses in red suits calling it sport. It officially banned in England and should remain so. Although illegal 'hunt's' do still take place. When the fox is eventually ripped to pieces by the hounds any new riders on the hunt have it's blood wiped on their faces. Barbaric and I'm ashamed that it's a part of the English countryside. :(
