Hudson River Runaway boats

Several vessels broke loose from docks on the upper Hudson River and floated down stream towards Albany. The Captain JP cruise ship currently stuck under the rail bridge near the Corning Preserve.

Couldn't they have lowered a pilot and some crew by helicopter before it reached the bridges?
