Well, technically he's right. If they have time to casually go to the store, they have the time to park right. The other thing is that the ambulance is the one useful from those two.

They are on call but not "on a call". However it isn't about how much time they have to park but about how quickly they leave if need be. They could get trapped in a standard space. I assume this guy will get some retraining.
