It is possible to control switches for each individual light from a main control box with a computer hack, but only under one condition. Each light switch in each individual office has to be turned on first. If the wall switch is already turned off for the night, it cannot be turned on by a control box in the basement.
Still cool though.

You could do it...but it was certainly staged if they did do it just like the video suggests. The problems you run into are making the box and mechanics to handle the electricity that's actually going to each room, having lights on in each room, no delay with the flourecent lights (there's always a delay in one fixture or another) and the wireless antena that works from about 1/2 mile through to the multi-level basement where the electric is most likely at among others. It would be painstaking to wire into the main breaker box, which is where you'd have to do it, where the mains come into the building and get seperated into the rooms' individual lines. Cool concept though. One other thing is, what are the odds of having a building with that many rooms and not a single one has its blinds or curtains closed or something blocking the window?
It'd be pretty cool to see this happen. Imagine writing a letter on someone's building for Valentine's Day.

While this one is a fake, this has been done for real several times by the German Hackers from the CCC (Chaos Computer Club). IIRC they "hacked" houses in Berlin, Paris and somewhere in Canada. Hacking in the means of modifying them to make it work. And it's a bit more work than just connecting a box

#13 from your linked article
"The upper eight floors of the building were transformed in to a huge display by arranging 144 lamps behind the building's front windows. A computer controlled each of the lamps independently to produce a monochrome matrix of 18 times 8 pixels."
I wouldn't call it a hack if you actually bring some new equipment in, because that kind of setup could have been done on a big enough scaffolding. Still a cool installation and something you don't see everyday.
