pepper floats because of the surface tension (same way water striders can walk on water)
soap breaks the surface tension so the pepper sinks (if there were water striders in the bowl, they would drown too)

It all has to do with Surface Tension.

Soap makes water 'Wetter', Allows it to break up into much smaller particles. This is way soapy water gets your clothes clean, It allows the water to soak through instead of beading up.

The pepper is floating on the outside 'skin' of the water, Initially, The soap destroys that 'skin' and then because the top of the surface of the water is curved the pepper slides down the sides till it reaches the rim of the bowl.

This is not magnetic or electric repulsion.

Thank you for those words of caution from Maffis. Experiments such as this ought to be perfectly safe, but please remember to follow the instructions precisely. Any deviation might prove disasterous.

Do NOT use petrol instead of water!
Do NOT sprinkle on granules of gunpowder instead of pepper!
Do NOT insert a lighted match intead of your finger!

There are tons of little experiments you can do with surface tension. Just look 'em up. I like the one with the little boat being propelled by a drop of soap.
