First of all, kudos for not only confronting people with this issue, but a BIG thumbs up for giving people 4 practical suggestions about what to do if they are in that situation.
However, I disagree that people don't react because they don't know how. This is a very old, and very well-known phenomenon that can be summed up in 2 words: Kitty Genovese.
The tragic story of a woman who was brutally murdered in NYC. This woman was being stabbed for almost a half-hour, with several dozen people nearby and no one reacted -- no one helped -- no one called the police.

So to answer the question: would you intervene? You might like to think that you would, but my money is on "I doubt it."

#6 and #9 assault on public service employees is a big problem in the Netherlands. The government has already tried literally hundreds of commercials etc. to stop the violence in the street.

If everyone didn't know the police as those bad guys who know only to write tickets and occasionally act overly violent against often innocent people, there maybe would be more people that actually want to contact the police for something, now its more like keep as far away from them as possible, so don't get involved in anything related to them.

Well, I get really pissed off watching these situations, I must admit in violent situations, when there is a fight I understand that untrained people (martial art-wise) dont intervene, as they will probably get hit.
In march this year an 18 year-old guy was beaten by another in the Madrid subway, everyone but two out-of-service policemen simply watched how the guy was beaten.

Personally, I've intervened in violent situations, one of them regarding "Violence against women", about 15 friends of the assailant watched as he slapped his girlfriend.
I hate this passivity

While Genovese's neighbors were vilified by the article, "Thirty-Eight onlookers who did nothing" is a misconception. The article begins:
"For more than half an hour thirty-eight respectable, law-abiding citizens in Queens watched a killer stalk and stab a woman in three separate attacks in Kew Gardens."
The lead is dramatic but factually inaccurate. None of the witnesses observed the attacks in their entirety. Because of the layout of the complex and the fact that the attacks took place in different locations, no witness saw the entire sequence of events. Most only heard portions of the incident without realizing its seriousness, a few saw only small portions of the initial assault, and no witnesses directly saw the final attack and rape in an exterior hallway which resulted in Genovese's death.[1] Additionally, after the initial attack punctured her lungs (leading to her eventual death from asphyxiation), it is unlikely that she was able to scream at any volume.

#16, that version of biased history is no more accurate than my version of biased history. Somewhere in the middle lies the truth.
Regardless, the bystander effect is quite real and even if the Genovese case were 100% fiction, it doesn't make inaction any less excusable. The "diffusion of responsibility" effect that we see in such cases can be very dangerous.

You shouldnt get involved real life has no room for heroes. A few years back a man witnessed a bank robbery and started to pursue the robbers in a car chase. After a few minutes the robbers noticed this and started firing at the car. The man was not injured but his 8 year old son was killed by a bullet. I mean what kind of moron would put his own son at risk, for what?
As a person it is never safe to intervene because you do not know the threat. You do not know who you're getting involved with. Not everybody can be reasoned with and will even take up brutal force to stop you. Ask yourself is it really worth trying to be a real life hero when you know that the consequences can be fatal? Yeah, in real life you only get one try, when you're dead its over.

It is a good idea. Most ppl will not do anything if they find themselves in such situation. But with this billboards maybe at least they will think twice when something happens, who knows maybe they will even help.
