Here's the original:

It's more risque, and makes more sense. Plus, it's even MORE disturbing.

TRANSLATION!
Narrator:
This is Anabuki construction's campaign girl Anabukin-Chan.
She tries to be good like any good girl. This is Anabukin-Chan.
What happens!
It seems the animals of the forest are coming to do her company.
Everyone is in a good mood!
Lets go
Kids yell:
Anabukin-Chaaaan!
Anabukin-chan:
Alright!
*Sings*:
Enlarging dreams and service, Expanding hopes and service
Expanding chests (WTF!?!?)
(When the squirrel flashes its nuts) EXPANDING EXPANDING
Whoa!
SERVICE!
Note: When i write service she actually sings Servicemation in english. If you listen carefully.

The story behind this is that the 'raccoon' is a Tanuki. A mythological shapeshifting raccoon-dog animal that is considered lucky by the Japanese. In myth, the tanuki always has very large testicles, and is considered a good luck charm.

Well ... not so disturbing ; those human-like furry creatures with big balls take part af the local japanese folklore. They are part af the spirits group interacting with humans and are called yokaï ([yo-ka-e]).
Futhermore, it's not a racoon but a tanuki (some king of savage cat), it's said that if you see him and his 'golden balls', it will bring good fortune. But they are also malicious and like to play tricks. (for some wolf-like yokai, but not this one, they call take child in the wood and they are never seen again).
So it's a also a reference to the european "Little Red Riding Hood" were a wolf play tricks at a girl.
You can end it by : tricks + good fortune = null, so everything will be fine for the little red hood. So that's wh it's some king of happy panorama.
The other animals you see are derivated yokaï but with a nearby symbolic ... but nothing sexual or I dunt know what Oo.
