The Coachella Valley Music and Arts Festival (commonly known as Coachella or Coachella Festival) is a three-day annual music and arts festival, organized by Goldenvoice (a subsidiary of AEG Live) and held at the Empire Polo Fields in Indio, California, in the Inland Empire's Coachella Valley. This is a very nice display of the miniature filter.
I have a compact camera that can record this kind of videos too, Samsung WB660 (WB650). It records at 15fps,no sound.

I guess this video used a different camera ofcourse, and some after editing to make it play even faster.
I love the result.

#46 .. i dont think they used a filter .. this is all done by the lens. The 'filter' of your camera is actually an 'effect' .. a post-process .. you could do that in photoshop too, by masking the part you want focused (the center) and blurring the rest.
With tilt-shift lenses this happens optical in the lense before it even hits the sensor of the camera...(no digital processing to get depth blur)... the result is very difficult to fake in photoshop and most authentic because it's real tilt-shifted-focus.. the same thing that happends when you get very close to stuff with your eyes... i also think they made 1 picture a second... my 2cent..
