But, I think it's in Madrid, where they have big problems with pigeons.
They capture them and let them go far far away from town.

Obviously, the first part was some type of pigeon abatement program.
The second part looks like someone doesn't want to spend the money for a squab dinner.

#1 & #3 I think they killed and burned them. Because moving the pigeons only moves the problem. They easily find their way back to nearest town or city and produce very rapidly. So sorry all pigeon aka. "rats with wings" lovers ;)

#7 is probably right about the pigeons being killed and I don't think anybody living in a pigeon-infested city will cry for them
#10 yeah right ... have them scream and smell like crap while burning in the middle of the street, with tourists or kids around... Sounds more like a zeroBrain idea :S
But I guess you meant to be funny... ;)
