Wonder why they had the camera on! It sounded like it had sound and it was moving so it wasn't just a surveillance camera. Could this have been an expensive prank that went bad (or good)?

The guy in the silver car was a dealer. Observe the black car following behind and the red car which blocks the road. Both cars contained undercover police officers. The 'parking fail' was a depserate if misguided attempt to escape. Watch it again with this in mind and it all makes sense :)
