It could be the case that it's infected with Toxoplasma gondii which alters the brains of rats and manipulates the behaviour making the rat unafraid of cats. This leads to them being more likely to get killed and eaten by the cats thus passing on the T. gondii to the cats.
It is how T. gondii has evolved to help spread itself.

As to that rat and cat situation, those cats certainly needed to go to cat school, for goodness sake they were a disgrace and for those people who kept calling that rat a mouse, Jesus perhaps you thought the cats were rats.
