At first glance it does look funny and moronic to use a digger like that, but then you realize that they are working near liquid storage tanks. Which are usually surrounded by a network of pipes and valves above ground to shift the contents around the facility.
You can actually see some of the pipes and other tanks in the video.
So they are actually smart and creative for using the digger like that.
What are the alternatives for moving that much sand out of the way without damaging the pipes or the tank and blowing them selves up.
I wonder... if the workers were white.... Would the "Title" still imply stupidity?

You can use large shop vacs and do this safely and quickly. But my first thought was "government work program" which still equates with stupid.

@12/13 Maybe. But its still funny for a different reason. They will be there all year shoveling. And the song is perfect. Its just the Title that was off.
Here is a thought... How did the sand get there in the first place. Its too refined to be a natural deposit (rain/flood).

Any machine operator with a bit of knowledge would have reversed his bucket and dug into this with the bucket facing forward.
