Judging from the fire in the house there's not much left to save, so he's probably spreading water on the parking house to stop the fire from spreading there....

#11 In rural parts of America it's very common for fireman to intentionally burn down old abandoned houses and barns. That's exactly what they could have been doing and thought it a good time for a photo op.

It's probably a volunteer department, a lot of volunteer departments allow people who are NOT certified firefighters to work there, but under state regulation they cannot ENTER a burning structure unless there is a life at stake. Seeing as how he is not near the house at all, and yet he is using his SCBA (air bottle).. it's actually clicked into his mask, also he is alone, which tells me they have a lack of manpower.. hint hint, volunteer dept.
