I think I know why Tom is forbidden. It is similar here in Slovakia. We can't use names that are shortened from real names, or modifications. For example persons with common name "Jozef" are often called "Jožo" or "Jožko" (small Jozef), but you can't name your baby "Jožo", only "Jozef". Similar for Tom, it can be shortcut from our "Tomáš". There is, however, workaround. Since these rules does not apply to foreign names, if you proof some foreigner name is "Tom", you can give that name to baby.

Brfxxccxxmnpcccclllmmnprxvclmnckssqlbb11116, pronounced [?alb?n], was a name intended for a Swedish child who was born in 1991.
Parents Elisabeth Hallin and Lasse Diding gave their child this name as a protest against the naming law in Sweden.
the parents submitted the 43-character name in May 1996, claiming that it was "a pregnant, expressionistic development that we see as an artistic creation." The parents suggested the name be understood in the spirit of 'pataphysics. The court rejected the name.
I still do not get it...... how can it be pronounced Albin

#12 There is no rule for pronouncing a name. For instance, you can spell "Tom" with 4 m's and a silent q, and pronounce it "Stella". Hell, I've had my last name mispronounced so many times that I'm starting to wonder how it was originally meant to sound!

Majority of those names were either ridiculous or stupid. Who would want to name their child them? but Tom? really?
