You should mod your robot so that it only raises the arm when the weight of the ball is exact to a specific range so it won't lift up when the dog is putting the ball on and the weight has been constant for a delay like 5 sec or something. or put a visual sensor on it. check out hackaday.com for ideas if you haven't seen the site

Most dogs would be freaked by the noise the machine makes. Would take time to train them to play fetch by themselves.
