That isn't from the IT crowd. The main guy (Matt Berry) Is the new boss in the 2nd series, the guy he is talking to at the beginning of the clip is out of The Mighty Boosh.

I haven't seen this series, but it looks like a Garth Marenghis dark place kinda humour, gotta check it out!!
