Physics! The rainbow can only be where the rain is. This is rare because usually you are looking at the rainbow from outside the rain, where there is sunny (and the sun strikes the rain far out). If you are inside the rain but it's still sunny, the only limitation for the rainbow is the angle and in this case, the sun is very high up, so only the very top of the arc is above ground. The full-on half-arc rainbow occurs at sunset.

#6 It is, actually - however you can barely see it starting at about 0:55.

And yes, if you got out and tried to "touch" it, you would need someone else to do it since it moves with your POV.
