The last cafe had an amazing number of CCTV cameras in it for such a small establishment. This, coupled with the fact that the idiot in the hat hasn't been beaten to a pulp yet leads me to think there's a certain amount of setting up involved in this so-called "prank".

this is not setup. Neg looks for the cameras in the shop before doing this. he does the funny shit and then goes back in later and says he is part of Balls of Steel and asks for a copy of the camera dvd.
this is just my opinion and is probably true
and how wud people have them kind of expressions on there face. they cant act them.

They set the cameras up yeah, but the customers aren't actors. The whole show is about setting up the public in really daring ways.

That show doesn't usually use set ups, and one of the pranks made by Neg got him arrested once.
In answer to why no one beats him or shoots him, it is because it's in England. Neither people not cops usually have guns, and everyone tends to be peaceful.
