#1 I would guess it is there as art as much as a practical bridge. At about 35 sec. in the video, it looks like the canal is a dead end, or is a boat slip. I see no reason for the rolling bridge other than and art exhibit or as an engineering test.

If it wasn't so expensive, and did not require a 2nd person to operate it, I could see it as a good idea. Otherwise, it would be hard to beat a ramp.

#3 They are not charging to cover the cost of new developments. This is the same technology, and a very inexpensive medicine. The cost increase is purely greed.
