Some of these don't require any tool. For tape, just fold the end on itself: it works every time, no exception. For light wrapping, just use use your arm to wrap the lights around and tie them together with the lights themselves.

3. I got a cheaper solution. roll it up between your hand and elbow (if its a long one) at end twist it so it looks like a 8 shape tie it up on middle with rubber band or string.

so in total 2-3 ideas is useful, rest common sense went out the door.
