The dog displays one of the most a basic calming signals. He signals that he is not willing to risk conflict over the food by averting his gaze and avoiding eye contact.

#2 Yes, that was my take on this too, classic dog behavior. A submissive dog will look away when stared directly into his eyes by the dominant dog, or person, in this case.
